The official Carroll County page lists Carroll County Regional Detention Center at 800 Clay Street, Carrollton, Kentucky 41008, with telephone 502-732-9499. Call first because no photo-specific form, custodian email, or local photo fee was verified. Ask whether the center maintains the named booking image and how it accepts a Kentucky open-records request.

  1. Give the person’s full name and date of birth, plus a booking number and date when known.
  2. Request the booking photograph tied to that specific custody episode, not every image under a similar name.
  3. Ask for the release record fields needed to confirm that the booking ended and how the agency labels the event.
  4. Request segregation of any nonexempt image or field if another part is withheld.
  5. Keep the response, source agency, request date, and image caption together.

The Trimble Sheriff should be asked only when that office created or maintains the arrest photo. Kentucky exemptions may protect investigative, victim, medical, juvenile, sealed, or security material. KRS 61.8746 targets a specific commercial practice. The first statutory tier is at least $100 per day for the first 30 days, followed by higher tiers.
