The BOP Inmate Locator covers federal prisoners from 1982 to the present. A former federal prisoner may appear with “Released” and a date. A person who is not presently held by BOP may also be described as “Not in BOP custody.” Read the result literally and record the date the search was performed.
Neither phrase proves release from every form of custody. A person may leave a BOP institution for another sovereign, immigration custody, a residential placement, or another federal process. A county arrest or short federal hold does not turn the Trimble County or Carroll County record into a BOP release record. Confirm which agency had legal and physical custody at each stage.
Search a Federal Release from Trimble County
Use the locator when the court record, detainer, booking sheet, or other official document identifies federal custody. Searching BOP simply because a person is absent from a local roster can send the inquiry into the wrong system.

The locator is a focused federal-prison index, not a complete release packet. Its core value is matching a federal prisoner and preserving the published status or release date. It does not supply the final Trimble court disposition, a Carroll County release timestamp, or an ICE custody history.

A BOP release date is not a Kentucky parole date and is not a Trimble County booking release. Federal supervision may follow confinement, but the public locator is not a complete probation record. When the locator supplies a record, preserve the register number and exact label. When it returns no reliable match, recheck spelling and identifiers, then determine whether the person was actually in BOP custody. A federal criminal defendant may instead be held for the U.S. Marshals Service in a contract jail, and an immigration detainee belongs in the ICE process.

BOP, USMS, and ICE Custody Differ
The Federal Bureau of Prisons runs the federal prison system for sentenced federal prisoners. The U.S. Marshals Service manages federal pretrial custody and prisoner movements, often through facilities that are not BOP institutions. ICE Enforcement and Removal Operations handles civil immigration custody. These agencies may touch the same person at different times, but their records answer different questions.

The Marshals Service does not publicly release prisoner photographs or arrival and departure details as a general service. This makes the federal court record, the holding facility's lawful records process, and the receiving agency especially important. Do not manufacture a federal release timeline from missing roster entries.
When a Trimble County Record Says Federal Hold
A Trimble arrest may begin under local authority even when a federal warrant or detainer later appears. If Carroll County Regional Detention Center was the physical custodian, ask for the final booking and release record. The recorded release type and destination agency should show whether the person entered federal custody. Absence from Carroll's indexed current-inmate page does not establish freedom.
The Trimble District or Circuit case remains useful for local charges, bond, disposition, and orders. A separate federal case supplies the federal authority. BOP becomes the right locator after the person enters the federal prison system, not merely because federal interest exists. If USMS held the person pending trial or designation, a BOP no-match may be entirely consistent with continued federal custody.
Confirm a BOP Release Date
A careful confirmation uses at least two stable identifiers and more than one official record when the outcome matters. First match the BOP result to a register number or federal case. Then record the released label and date. Check the federal court docket for the sentence and later orders. If supervision follows, do not call its end date the prison release date.
If the result says “Not in BOP custody,” seek the missing link. The person may never have reached BOP, may be in USMS custody, may have moved to ICE, or may belong in a state or county system. The label should not be rewritten as “released” unless the official result actually supplies that status. When two systems conflict, report the conflict and ask the record custodian rather than choosing the desired answer.
VINE does not replace BOP for a federal sentence. Kentucky VINE is statewide for local jails and Kentucky adult corrections feeds. KOOL covers state offenders. The ICE locator covers many current immigration detainees. Keeping these boundaries clear is the most reliable way to avoid a false release claim.
Federal Release Records Beyond the Locator
The locator is best for a fast published status check. A fuller inquiry may need the federal criminal docket, BOP-maintained records, the Marshals Service, the contract holding facility, or ICE. Ask for existing records and identify the person, number, facility, and approximate date. Specify the fields needed instead of asking an agency to create a narrative.
Useful fields include admission or designation information, departure date, recorded status or release type, and destination agency where disclosable. Privacy, security, victim, investigative, and other legal limits can restrict release. A denial or redaction should identify the applicable basis through the agency's process. Public locator data may also change, so retain the exact wording and capture date rather than relying on memory.
For a state-sentenced person who happened to be held in a county jail bed, use KDOC Daily Releases and KOOL instead. For an ordinary local detainee, use the physical county custodian and Trimble court. The BOP page should remain a narrow, evidence-based federal route.
